In the Service of the Public: Functions and Transformation of Media in Developing Countries

This study analyses the transformation process of state media towards public service media (PSM). Through case studies in 12 countries, an assessment is made of the role of media development actors and their methods. It is argued that Public Service Media should be given more attention in media development.

Conclusions include that media actors have to carefully analyze the potential of both PSM and Alternative Public Service Media (APSM) to act on behalf of the public in a given country and that more efforts from media development need be directed to-wards the improvement of legal frameworks for the media in general and PSM in particular.
