This report represents the external evaluation of the Money Trail project, implemented by Oxfam Novib, Free Press Unlimited, Finance Uncovered and Journalismfund.eu. The evaluation covers the period from 1 April 2018 until February 2021.

The evaluation looked at the project management and the activities as well as the project performance by consortium members. The evaluators reflected on the Theory of Change (ToC), the MEL framework and its outcomes, addressed the results achieved, the partnerships established, as well as issues of capacity and approach.

The purpose of this end of project evaluation was to: “Assess the performance of the project, capture its achievements, including unintended results, challenges and best practices to inform future similar programming”.
